Lauren Azar
Senior Advisor to Steven Chu, Secretary of Energy

Lauren Azar Lauren Azar serves as a Senior Advisor to U.S. Secretary of Energy Steven Chu. She is working to build energy infrastructure fueled by clean and independent resources. Her work is focused on, among other things, the transmission grid and energy storage technologies. From 2007 to 2011, Ms. Azar was a Commissioner of the Public Service Commission of Wisconsin, where she regulated the electricity, natural gas, telecom, and water industries. Ms. Azar was a co-founder and served as the first President of the Eastern Interconnection States’ Planning Council. In 2009, she served as President of the Organization of Midwest Independent System Operator, Inc. states. Ms. Azar received her Bachelor of Arts degree from Rutgers University and a Master of Arts in Philosophy from Northwestern University. She also has a Master of Science in Water Resources Management and a Juris Doctor from the University of Wisconsin-Madison.

William Ball
Executive Vice President and Chief Transmission Officer, Southern Company

William Ball William Ball is responsible for the planning, design, construction, operation, and maintenance of Southern Company’s transmission system. He is actively involved in electric utility industry policy matters, currently serving on the Eastern Interconnection Planning Collaborative Executive Committee and the National Institute of Standards and Technology Smart Grid Federal Advisory Committee. He is also Chairman of the Board of the North American Transmission Forum, and prior to his current position, Mr. Ball was Senior Vice President, Transmission Design and Construction. From 2004 to 2008, he was Senior Vice President, Transmission Planning and Operations, and was responsible for the planning and operations of Southern Company’s network transmission grid, transmission policy, and industry interfaces. While in this role, he served as Vice Chairman of the Board of the Southeastern Electric Reliability Council, and Chairman of the North American Electric Reliability Council Members Representative Committee.

Doyle Beneby
President and Chief Executive Officer, CPS Energy

Doyle Beneby Doyle Beneby joined CPS Energy on August 1, 2010, as President and Chief Executive Officer. A veteran of the electric industry with more than 25 years of experience, Mr. Beneby has held several leadership positions with Exelon Power and the Philadelphia Electric Company. Most recently, he served as President of Exelon Power and Senior Vice President of Exelon Generation. Mr. Beneby previously held the positions of Senior Vice President, Vice President of Operations, and Vice President of Construction and Maintenance with Exelon Power. He has also held senior-level positions with Consumers Energy in Michigan and Florida Power & Light. Under Mr. Beneby’s leadership, CPS Energy has made recent improvements in operational performance and has established partnerships with clean technology companies that will help the company achieve its goal of becoming a major player in the new energy economy. Mr. Beneby earned a Bachelor’s degree in Engineering from Montana Technical College and a Master of Business Administration from the University of Miami.

Sanford Berg
Distinguished Service Professor, Economics and Director of Water Studies, Public Utility Research Center, University of Florida

Sanford Berg Sanford Berg served as Director of the Public Utility Research Center from 1980 to 2004. His publications include two books and over ninety articles on various infrastructure topics, including innovation, governance, benchmarking, and incentives. Dr. Berg has received many honors and awards, including University Teacher/Scholar of the Year. As Co-Director of the Public Utility Research Center/World Bank International Training Program on Utility Regulation and Strategy, he has trained over 2,500 regulators and managers from 148 nations. Currently, Dr. Berg is contributing content on energy efficiency and renewables to www.regulationbodyofknowledge.org. Dr. Berg has a Bachelor of Arts from the University of Washington and a Doctorate of Philosophy in Economics from Yale University.

Terry Boston
President and Chief Executive Officer, PJM Interconnection

Terry Boston Terry Boston is President and Chief Executive Officer of PJM Interconnection, which operates North America’s largest electricity grid. Prior to joining PJM, Mr. Boston managed the transmission grid for the Tennessee Valley Authority, the nation’s largest public power provider. He is the Past Chair of the North American Transmission Forum. He was one of eight industry experts who directed The North American Electric Reliability Corporation’s investigation of the August 2003 Northeast/Midwest blackout. In 2011, Mr. Boston was honored with the “Leadership in Power” Award from the Institute of Electrical and Electronics Engineers Power and Energy Society. Mr. Boston holds a Master of Science in Engineering Administration from the University of Tennessee.

Mark Brownstein
Chief Counsel, Energy Program, Environmental Defense Fund

Mark Brownstein Mark Brownstein is Chief Counsel of the Energy Program at Environmental Defense Fund (EDF). He specializes in utility-related issues, including transmission development, wholesale and retail electric market design, rate reform, and power plant siting and investment. Mr. Brownstein leads EDF’s team on coal and natural gas. He was one of two EDF staff leads on the United States Climate Action Partnership, a coalition of the nation’s leading corporations and environmental groups championing immediate action on federal legislation to cap and substantially reduce greenhouse gas pollution across the U.S. economy. Mr. Brownstein is co-author of the Carbon Principles, a set of enhanced due diligence principles for investment banks considering the financing of coal-fired power plants. Prior to joining EDF, he was Director of Enterprise Strategy for Public Service Enterprise Group Inc. His career also includes time as an attorney in private environmental practice, a regulator with the New Jersey Department of Environmental Protection, and an aide to then-Congressman Robert G. Torricelli (D-NJ).

Paula Carmody
People’s Counsel, Maryland Office of People’s Counsel and President, National Association of State Utility Consumer Advocates

Paula Carmody Paula Carmody was appointed People’s Counsel, the advocate for Maryland residential utility customers, by Douglas Gansler, Attorney General of Maryland. Her extensive work on consumer issues for government agencies and nonprofit organizations provides a strong consumer-oriented foundation for her position. Ms. Carmody previously served as an Assistant Attorney General in the Consumer Protection Division, Office of the Attorney General of Maryland, and Assistant People’s Counsel with the Office of People’s Counsel. In November 2011, Ms. Carmody was elected to serve as the President of the National Association of State Utility Consumer Advocates (NASUCA). She is also on the Executive Committee of the Critical Consumer Issues Forum, a joint initiative of the National Association of Regulatory Utility Commissioners, NASUCA, and the Edison Electric Institute. Ms. Carmody graduated with a Juris Doctor from Antioch School of Law. She received a Bachelor of Arts in Political Science from McGill University.

Honorable Steven Chu
Secretary, U.S. Department of Energy

Steven Chu Dr. Steven Chu, distinguished scientist and co-winner of the Nobel Prize for Physics (1997), was appointed by President Barack Obama as the 12th Secretary of Energy and sworn into office on January 21, 2009. Dr. Chu has devoted his recent scientific career to the search for new solutions to our energy challenges and stopping global climate change. He is charged with helping to implement President Obama’s ambitious agenda of investing in alternative and renewable energy, ending our addiction to foreign oil, addressing the global climate crisis, and creating millions of new jobs. Prior to his appointment, Dr. Chu was Director of the U.S. Department of Energy’s Lawrence Berkeley National Laboratory and Professor of Physics and Molecular and Cell Biology at the University of California. He received Bachelor’s degrees in Mathematics and Physics from the University of Rochester; a Doctorate of Philosophy in Physics from the University of California, Berkeley; and honorary degrees from 10 universities.

Carrie Cullen Hitt
Vice President of State Affairs, Solar Energy Industries Association

Carrie Cullen Hitt Carrie Cullen Hitt serves as Vice President of State Affairs of the Solar Energy Industries Association (SEIA), the national trade association of the U.S. solar industry. Through advocacy and education, SEIA and its 1,100 member companies work to make solar energy a mainstream and significant energy. Ms. Cullen Hitt previously served as President of the Solar Alliance, which recently merged with SEIA. Prior to this, Ms. Cullen Hitt served as Vice President, Renewable Products for Constellation Energy. She also served as Vice President of Government and Regulatory Affairs and worked at Green Mountain Energy Resources as Director of Regional Business Development. Ms. Cullen Hitt has also held energy-related positions at the Massachusetts Legislature and Harvard University. She currently serves on the advisory council of the Interstate Renewable Energy Council and the North Carolina Sustainable Energy Association. She holds a Bachelor’s degree from Clark University and a Master of Arts from the School of Advanced International Studies of Johns Hopkins University.

Jennifer DeCesaro
Special Advisor for Renewable Energy and Transmission, Office of the Secretary, U.S. Department of Energy

Jennifer DeCesaro Jennifer DeCesaro serves as a Special Advisor for Renewable Energy and Transmission in the Office of the Secretary for the U.S. Department of Energy (DOE). Prior to her current role, Ms. DeCesaro served as the Market Transformation Team Lead for DOE’s Solar Energy Technologies Program and SunShot Initiative. In this capacity, she directed a broad portfolio of activities at local, state, and utility levels to reduce non-hardware photovoltaic and concentrated solar power system costs and eliminate barriers to solar market development. Ms. DeCesaro also worked for the Clean Energy Group, the National Conference of State Legislatures, the Catamount Institute, and as an environmental consultant in the U.S. Virgin Islands. She holds a Bachelor of Arts in Environmental Biology from Colorado College and a Master’s degree in Environmental Law from Vermont Law School.

Duane Desiderio
Vice President and Counsel, The Real Estate Roundtable

Duane Desiderio Duane Desiderio has advocated on behalf of the real estate community for more than 15 years, seeking policy solutions that balance responsible economic development, conserve environmental resources, and safeguard property rights. He is currently Vice President and Counsel with The Real Estate Roundtable, which represents the leadership of the nation’s top 100 privately owned and publicly held real estate ownership development, lending, and management firms. Mr. Desiderio is responsible for managing the organization’s federal policy outreach on energy, climate, building codes, water resources permitting, eminent domain, transportation, and other environmental and land use issues as they affect the built environment. His advocacy work involves outreach to Capitol Hill and coordination with Executive Branch agencies. Prior to joining The Real Estate Roundtable, Mr. Desiderio served at the National Association of Home Builders, where he managed the association’s litigation program.

Honorable Byron Dorgan
Senior Fellow, Bipartisan Policy Center and Former U.S. Senator (D-ND)

Byron Dorgan Byron Dorgan served as a Congressman and Senator for North Dakota for 30 years before retiring from the U.S. Senate in 2011. He served in the Senate for 18 years and was a member of Senate leadership for 16 years. He served on Senate committees for Energy, Commerce, and Appropriations. He was also Chairman of Senate Indian Affairs and the subcommittees on Energy and Water Appropriations and Aviation. Senator Dorgan is now teaching, speaking, consulting, writing, and serving on boards, among other ventures. He has a Bachelor’s degree from the University of North Dakota and a Master of Business Administration from the University of Denver.

Michael Dworkin
Director, Institute for Energy and the Environment and Professor of Law, Vermont Law School

Michael Dworkin Michael Dworkin has been a utility regulator, an appellate litigator, and a management partner in a telecommunications engineering firm. He is currently Professor of Law and Director of the Institute for Energy and the Environment at Vermont Law School and on the Board of the Vermont Energy Investment Corporation, which manages “Efficiency Vermont.” In the past, he has been Chairman of the Vermont Public Service Board, a Board Member of the Electric Power Research Institute and of American Council for an Energy Efficient Economy, and a recipient of the National Association of Regulatory Utility Commissioners’ Kilmarx Award for “contributions to clean energy, good government, and the environment.”

Thomas Farrell

Thomas Farrell Thomas Farrell is Chairman, President, and Chief Executive Officer of Dominion, a Fortune 200 company headquartered in Richmond, Virginia. He also serves as Chairman of Edison Electric Institute, the electric utility industry’s national trade association. Mr. Farrell has served in several senior management positions at Dominion and its subsidiaries. Dominion operates the nation’s largest natural gas storage system and has approximately 6 million utility and retail energy customers in the Mid-Atlantic, Northeast, and Midwest. William Fehrman

Mark Ferron Mark Ferron was appointed to the California Public Utilities Commission on March 22, 2011. Prior to his appointment, he was a Senior Partner at Silicon Valley Social Ventures and a Board Fellow of the New Teacher Center. From 2001 to 2009 he worked as Chief Operating Officer for the Global Markets Division of Deutsche Bank in London, where he had responsibility for all operational activities globally across fixed income, currency, commodity, and equity markets. Before joining Deutsche Bank, Commissioner Ferron was a Vice President at Salomon Brothers from 1994 to 1996, and a Vice President at Bank of America from 1986 to 1994. Elizabeth Fleming Elizabeth Fleming has served on the Public Service Commission of South Carolina since 2004, having been elected by the General Assembly for three successive terms. She served as Chairman from 2008 to 2010. As a member of the National Association of Regulatory Utility Commissioners, Commissioner Fleming also serves on the Committee on Electricity and Committee on Critical Infrastructure, where she served on the Board of Directors and as the Critical Infrastructure Chair from 2008 through 2011. Kelly Sims Gallagher
Member of the American Academy of Arts and Sciences’ Alternative Energy Future Study Committee and Associate Professor of Energy and Environmental Policy, The Fletcher School, Tufts University

Kelly Sims Gallagher Dr. Kelly Gallagher focuses on energy and climate policy in both the United States and China, with a particular interest in the role of policy in spurring the development and deployment of cleaner and more efficient energy technologies, domestically and internationally. She is a member of the Council on Foreign Relations; the author of China Shifts Gears: Automakers, Oil, Pollution, and Development; and the editor of Acting in Time on Energy Policy. Dr. Gallagher is Associate Professor of Energy and Environmental Policy at The Fletcher School, Tufts University, and directs the Energy, Climate, and Innovation research program in the Center for International Environment and Resource Policy. She is also Senior Associate and a member of the Board of Directors of the Belfer Center for Science and International Affairs at Harvard University, where she previously directed the Energy Technology Innovation Policy research group. She is currently a Visiting Scholar at the American Academy of Arts and Sciences and was named the EADS Distinguished Fellow at the American Academy of Berlin for 2012.

Dario Gil

Dario Gil Dr. Dario Gil is the Worldwide Program Director for IBM’s Smarter Energy research, leading a global team of researchers focused on accelerating the fundamental transformation of energy systems through breakthrough science and the systematic application of the latest advances in information technology to optimize the energy ecosystem. An expert in the field of nanotechnology, he is the author of numerous patents and more than 20 publications in international journals and conferences. Dr. Gil serves on the Project Review Board of the Pacific Northwest Smart Grid Regional Demonstration Project and is a member of the Advisory Council of the New York Energy Policy Institute. He is a member of the IBM Academy of Technology and received his Doctorate of Philosophy in Electrical Engineering from the Massachusetts Institute of Technology.

Charles Goldman
Staff Scientist and Department Head, Energy Analysis and Environmental Impacts, Lawrence Berkeley National Laboratory

Charles Goldman Charles Goldman is a Staff Scientist and Department Head of the Energy Analysis and Environmental Impacts Department at Lawrence Berkeley National Laboratory, a U.S. Department of Energy (DOE) national laboratory. He works on electricity markets and policy issues for DOE’s offices of Electricity Delivery and Energy Reliability and Energy Efficiency and Renewable Energy. Mr. Goldman has published more than 120 articles and reports on energy efficiency and demand response policy, programs, and technology analysis; dynamic pricing; utility-integrated resource planning; retail energy services; and energy service company industry and market trends. He is currently the Principal Investigator supporting DOE’s Smart Grid Investment Projects, which are implementing dynamic pricing and consumer behavior studies. He holds a Master of Science from the University of California, Berkeley.

Marina Gorbis

Britta Gross
Director, Global Energy Systems and Infrastructure Commercialization, General Motors

Britta Gross Britta Gross is Director, Global Energy Systems and Infrastructure Commercialization at General Motors (GM). She is responsible for steering the commercialization efforts for new infrastructure required to support GM’s biofuel, battery-electric, and hydrogen fuel cell electric vehicle programs. Ms. Gross has an extensive and diverse background in the automotive and aerospace industries. She received a degree in Electrical Engineering from Louisiana State University and studied Language Arts at the University of Wurzburg in Germany.

Honorable Gail Gutsche
Vice Chair, Montana Public Service Commission

Gail Gutsche Gail Gutsche was elected to the Montana Public Service Commission (PSC) in 2008. She is the second woman to be elected to the position and currently serves as Vice Chair. During her tenure on the PSC, Vice Chair Gutsche has been an active member of the Energy Resources and Environment (ERE) Committee of the National Association of Regulatory Utility Commissioners (NARUC). She coordinated and moderated two panels for the ERE Committee at NARUC national conferences: one on energy efficiency and behavioral changes, and one on biomass. She was also a speaker at the annual Women and Power Forum in Washington, DC. Vice Chair Gutsche also serves as the Commission Representative on the Northern Tier Transmission Group. She served in the Montana House of Representatives from 1999 to 2005, including two sessions as Vice Chair of the Natural Resources Committee.

Jay Hancock

Previously he was The Baltimore Sun’s chief diplomatic correspondent in Washington, DC. From 1995 to 1999, Mr. Hancock was The Baltimore Sun’s chief economics correspondent, and before that, he was the business editor at The Virginian-Pilot newspaper in Norfolk. He holds a Bachelor’s degree in English Literature from Colgate University and a Master’s degree in Journalism from Northwestern University.

Kimberly Harris
President and Chief Executive Officer, Puget Sound Energy

Kimberly Harris Kimberly Harris is President and Chief Executive Officer of Washington-based Puget Sound Energy (PSE), the utility subsidiary of Puget Energy. Her deep industry experience in energy resources and energy efficiency are integral to PSE’s ability to maintain great customer service, reasonable energy costs, and thoughtful stewardship of the environment. Her focus on emerging technologies and innovations in energy help ensure PSE is ready to meet customer needs now and in the future. Prior to being named President of PSE in June 2010 and Chief Executive Officer in March 2011, Ms. Harris served as Executive Vice President and Chief Resource Officer. In this role, she was responsible for all of PSE’s energy resources and led the operation of the company’s wind power facilities, which are now the nation’s second-largest utility owned and operated wind resource. Ms. Harris serves on the Washington State Energy Strategy Advisory Committee and is a member of the Board of Directors of the American Red Cross of King and Kitsap Counties.

Scott Hempling
Adjunct Professor of Law, Georgetown University and Immediate Past Executive Director, National Regulatory Research Institute

Scott Hempling Scott Hempling, Attorney at Law, LLC, is an expert witness, legal advisor, and teacher focusing on excellence in public utility regulation. From 2006 to 2011, Mr. Hempling was the Executive Director of the National Regulatory Research Institute (NRRI). He has taught, advised, and represented utility regulators and practitioners throughout the United States and in Canada, Central America, India, Jamaica, and Nigeria. He has published articles in The Electricity Journal, Public Utilities Fortnightly, and other professional publications. In October 2007, Mr. Hempling began a series of monthly essays on the principles of effective regulation. He is writing a book on the law of public utility regulation, to be published by the American Bar Association in 2013. In 2011, he was appointed Adjunct Professor at Georgetown University Law Center. Mr. Hempling received a Bachelor of Arts, cum laude, in (1) Economics and Political Science and (2) Music from Yale University. He received a Juris Doctor, magna cum laude, from Georgetown University Law Center.

Benjamin Hobbs
Chair, California Independent System Operator Market Surveillance Committee and Professor, Geography and Environmental Engineering, Johns Hopkins University

Benjamin Hobbs Benjamin Hobbs holds the Theodore M. and Kay W. Schad Chair of Environmental Management at Johns Hopkins University, where he has been since 1995. He is also Director of the Johns Hopkins University Environment, Energy, Sustainability & Health Institute, and Chair of the Market Surveillance Committee of the California Independent System Operator. Previously, Dr. Hobbs was at Brookhaven National Laboratory, Oak Ridge National Laboratory, and Case Western Reserve University. He applies systems analysis and economics to electricity policy, planning, and operations, as well as environmental and water systems. Dr. Hobbs is a Fellow of the Institute of Electrical and Electronics Engineers and the Institute for Operations Research and Management Sciences. He earned a Doctorate of Philosophy in Environmental Systems Engineering from Cornell University in 1983.

Patricia Hoffman Patricia Hoffman was named Assistant Secretary for the Office of Electricity Delivery and Energy Reliability (OE) at the U.S. Department of Energy in June 2010 after serving as Principal Deputy Assistant Secretary (DAS) for OE since November 2007. Assistant Secretary Hoffman provides leadership on a national level on electric grid modernization, enhancing the security and reliability of energy infrastructure and facilitating recovery from disruptions to the energy supply. This is critical to meeting the nation’s growing demand for reliable electricity by overcoming the challenges of our nation’s aging electricity transmission and distribution system and addressing the vulnerabilities in our energy supply chain. During her tenure as the DAS for Research and Development, Assistant Secretary Hoffman developed the long-term research strategy and improved the management portfolio of research programs for modernizing and improving the resiliency of the electric grid.

Ralph Izzo

Ralph Izzo Dr. Ralph Izzo has been at Public Service Enterprise Group Inc. since 1992 and has been its leader since 2007. He has become one of the utility industry’s strongest advocates for clean energy policies and investments. Dr. Izzo began his career as a research scientist at the Princeton Plasma Physics Laboratory. In addition to his service on many industry boards and with civic and charitable organizations, Dr. Izzo serves as chair of the Rutgers University Board of Governors. Honorable Philip Jones
Commissioner, Washington Utilities and Transportation Commission and NARUC First Vice President

Philip Jones Philip Jones was appointed by Washington Governor Chris Gregoire in March 2005, then re-appointed in January 2011 and confirmed unanimously by the State Senate. Commissioner Jones is a member of the International Relations and Telecommunications Committees of the National Association of Regulatory Utility Commissioners (NARUC). He is Chairman of the Board of Directors of the National Regulatory Research Institute and Vice Chair of the Washington Action Program. He also currently serves on the Executive Committee of NARUC, which manages the organization’s daily operations for the Board of Directors. Prior to his commission appointment, Commissioner Jones served as managing director of Cutter & Buck (Europe), BV in Amsterdam, the Netherlands for five years. From 1983 to 1988 he served as the senior legislative assistant to Senator Daniel J. Evans, and staffed him on energy policy issues before the Senate Energy and Natural Resources Committee, as well as on international trade policy. In this position, Commissioner Jones worked on a broad range of energy issues, including hydroelectric relicensing, nuclear waste management, energy conservation and renewables, and the Bonneville Power Administration. He graduated with honors from Harvard University with a degree in East Asian Studies in 1977.

Willett Kempton
Research Director, Center for Carbon-Free Power Integration and Professor, University of Delaware

Willett Kempton Dr. Willett Kempton, a cognitive anthropologist and electrical engineer, serves as Research Director of the Center for Carbon-Free Power Integration; Professor in the College of Earth, Ocean, and Environment; and Professor in the Department of Electrical and Computer Engineering, all at the University of Delaware. From fall 2011 through January 2012, he was the Otto Mønsted Guest Professor at the Center for Electric Technology, Department of Electrical Engineering, Danish Technical University (Lyngby, Denmark). Dr. Kempton directs a greater than $2 million research program, is active in public testimony, and lectures widely on offshore wind power and electric vehicles. He has published scientific and technical articles on offshore wind power, electric transportation, energy analysis, and the beliefs and values that citizens and policy makers apply to environmental issues. Dr. Kempton has filed four patents for technologies integrating electric vehicles with the power grid, now licensed to three firms providing electric vehicle grid products or services.

Cheryl LaFleur Cheryl LaFleur was nominated by President Barack Obama to serve as a member of the Federal Energy Regulatory Commission and confirmed by the U.S. Senate for a term that ends in June 2014. Arun Majumdar Dr. Arun Majumdar became the first Director of the Advanced Research Projects Agency – Energy (ARPA-E), the country’s only agency devoted to transformational energy research and development, in October 2009. He also serves as the Acting Under Secretary of Energy. Prior to joining ARPA-E, Dr. Majumdar was the Associate Laboratory Director for Energy and Environment at Lawrence Berkeley National Laboratory and a Professor of Mechanical Engineering and Materials Science and Engineering at the University of California, Berkeley. He helped shape several strategic initiatives in the areas of energy efficiency, renewable energy, and energy storage. He also testified before Congress about how to reduce energy consumption in buildings. Arshad Mansoor

Dr. Arshad Mansoor Dr. Arshad Mansoor is Senior Vice President, Research and Development for the Electric Power Research Institute (EPRI), with executive responsibility for EPRI’s research, development, and demonstration programs spanning renewable, fossil, and nuclear generation; power delivery and utilization; and the environment. He holds three U.S. patents in the area of power transformers and energy storage. David Meyer

David Meyer Dr. David Meyer is the Senior Advisor in the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability, where he works on problems related to the modernization, expansion, reliability, and security of transmission grids in the United States. When the governments of the United States and Canada established a joint Power System Outage Task Force to investigate the huge Northeastern electricity blackout of August 14, 2003, Dr. Meyer was named Co-Chair of the Task Force’s Electric System Working Group. Prior to his current role, he served as Commissioner of the Public Utility Commission (PUC) of Texas. He was appointed to the PUC of Texas in 1999 by then-Governor George W. Bush and served until his term ended in September 2003. He was responsible for leading the successful restructuring of Texas’ $17 billion electric utility industry and $4 billion telecommunications industry as these markets opened to competition. As a result of Perlman’s leadership, Texas has been widely recognized as having the best electric restructuring program in the country and one of the most successful competitive telecommunications markets. Steve Swinson

Susan Tierney

Susan Tierney Dr. Susan Tierney, a Managing Principal at Analysis Group, is an expert on energy economics; regulation and policy, with a focus on the electric and gas industries; and economic, environmental, and strategic issues. She previously served as the Assistant Secretary for Policy at the U.S. Department of Energy (DOE) and held various senior positions in Massachusetts government. Dr. Tierney co-chaired the DOE Agency Review Team for the Obama/Biden Presidential Transition Team. Susan Tomasky Susan Tomasky has held significant leadership positions in the energy industry, government, and the Ohio business community for more than 20 years. Ms. Tomasky was a senior executive for 13 years at American Electric Power (AEP), one of the nation’s largest electric utilities, serving most recently as President of AEP’s transmission business, where she was responsible for the business growth strategy and management of AEP’s multi-state transmission business operations. She also served as General Counsel of the Federal Energy Regulatory Commission. Ms. Tomasky currently serves as a Director of Tesoro Corporation, a Fortune 150 company with independent refining and retail operations in the western and mid-continental United States. She is also on the Board of the Federal Reserve Bank of Cleveland and has served on various community nonprofit boards. Ms. Tomasky holds a Juris Doctor with honors from George Washington University National Law Center in Washington, DC. She also is an honors graduate of the University of Kentucky in Lexington.

Honorable James Volz
Chairman, Vermont Public Service Board

James Volz James Volz was appointed Chairman of the Vermont Public Service Board by Governor James Douglas for a six-year term beginning on March 1, 2005. He was reappointed to a second six-year term on March 1, 2011, by Governor Peter Shumlin. Chairman Volz currently serves on the National Association of Regulatory Utility Commissioners Electric Committee and chairs the Electricity Committee of the New England Conference of Public Utility Commissioners. He is on the Executive Committee and is Treasurer of the Regional Greenhouse Gas Initiative, of which he is a founding member. He is also on the Executive Committee and is Treasurer of the Eastern Interconnection State Planning Council. Chairman Volz served on the Federal Energy Regulatory Commission (FERC) Northeast Joint Board on Security Constrained Economic Dispatch and is a member of FERC's Federal/State Collaborative on Demand Response. Prior to his appointment to the Public Service Board, he worked for the Vermont Department of Public Service for twenty years, sixteen of which were as the Director for Public Advocacy.

Honorable Rebecca Wagner
Commissioner, Nevada Public Utilities Commission

Rebecca Wagner Rebecca Wagner has been a member of the Public Utilities Commission of Nevada since 2006. Prior to joining the Commission, she served as Governor Kenny Guinn’s Energy Advisor and as the Director of the Nevada State Office of Energy. From 1997 to 2003, Commissioner Wagner worked for a Nevada-based geothermal company that owned, operated, and developed geothermal projects. She is a member of the National Association of Regulatory Utility Commissioners, the Committee on Regional Electric Power Cooperation, and the State and Provincial Steering Committee. She holds a Bachelor’s degree from the University of Nevada, Reno.

Matthew Wald

Matthew Wald Matthew Wald is a reporter in the Washington bureau of The New York Times, where he writes about energy and the environment and transportation safety. He has also written extensively about nuclear power and the manufacture of nuclear weapons materials. Mr. Wald has worked for The Times since 1976; his previous assignments include Boston and Hartford, and he has been in Washington, DC since 1995. Mr. Wald has a Bachelor of Arts in Urban Studies from Brown University, and a Certificate in Auto Mechanics from the Providence Vocational Technical Facility.

Gordon van Welie
President and Chief Executive Officer, ISO New England Inc.

Gordon van Welie Gordon van Welie is President and Chief Executive Officer of ISO New England Inc. Mr. van Welie has been actively involved for more than a decade in the establishment and growth of advanced wholesale electricity markets and a robust regional system planning process in the New England region. He joined the ISO from Siemens Power Transmission & Distribution LLC and previously held several positions at Eskom, South Africa’s electric utility based in Johannesburg. Mr. van Welie serves on the Executive Committee of the U.S. National Committee of the International Council on Large Electric Systems and was appointed by U.S. Energy Secretary Steven Chu as a member of the Electricity Advisory Committee to the U.S. Department of Energy.

Honorable Jon Wellinghoff
Chairman, Federal Energy Regulatory Commission

Jon Wellinghoff Jon Wellinghoff was named Chairman of the Federal Energy Regulatory Commission (FERC) by President Barack Obama on March 19, 2009. Chairman Wellinghoff has been a Member of FERC since 2006. The U.S. Senate reconfirmed him to a full, five-year term in December 2007. Before joining FERC, he was in private practice and focused exclusively on client matters related to renewable energy, energy efficiency, and distributed generation. His experience also includes two terms as the State of Nevada’s first Consumer Advocate for Customers of Public Utilities. Chairman Wellinghoff serves as Co-Chair of the National Association of Regulatory Utility Commissioners (NARUC)-FERC Smart Response Collaborative and is a member of NARUC’s Committee on Energy Resources and the Environment. Chairman Wellinghoff received a Bachelor of Science from the University of Nevada, Reno; a Master of Arts in Teaching from Howard University; and a Juris Doctor from Antioch School of Law.

Honorable Greg White
Commissioner, Michigan Public Service Commission and Co-Chair, 2012 National Electricity Forum

Greg White Greg White was appointed by Governor Jennifer Granholm to serve on the Michigan Public Service Commission (MPSC) on December 4, 2009. Prior to his appointment, Commissioner White served as the Legislative Liaison for the MPSC. In this role, he represented the MPSC before the Michigan Legislature and the U.S. Congress on matters related primarily to the energy, utilities, telecommunications, and motor carrier industries. He also served on the MPSC’s policy staff, where he worked on issues in all utility sectors and primarily managed congressional and federal relations for the Commission. Commissioner White serves on several committees of the National Association of Regulatory Utility Commissioners, including the committees on Electricity and Critical Infrastructure, and the Subcommittee on Nuclear Issues—Waste Disposal, where he is the Vice Chair. In addition, Commissioner White is the President of the Organization of PJM States, Inc., and a member of the Eastern Interconnection States Planning Council. He holds a Bachelor of Science from Michigan State University and a Master of Public Administration from Grand Valley State University.

Lorie Wigle

Lorie Wigle Lorie Wigle is the General Manager of Intel’s Eco-Technology office, which is chartered to optimize the positive environmental impact of Intel’s products across the full life cycle. Ms. Wigle’s team is also driving new business opportunities involving the use of Intel technologies to address environmental challenges. She and her team work extensively with the industry and policy makers, including playing leadership roles in the Climate Savers Computing Initiative and The Green Grid. Ms. Wigle has been with Intel for 27 years in a wide variety of marketing and technical roles and serves on the Oregon Green Jobs Council.

Honorable Stan Wise
Chairman, Georgia Public Service Commission

Stan Wise Stan Wise has served on the Georgia Public Service Commission since January 1995. He served as Commission Chairman in 1997, 1999, 2006, and 2011. He was first elected to public office as a Cobb County Commissioner in 1990 and had previously served that county as a member of the Cobb County Planning Commission and the Board of Zoning Appeals. Chairman Wise was a Board Member of the ten-county Atlanta Regional Commission from 1992 to 1994. He has served his state as President of the National Association of Regulatory Commissioners (NARUC) from 2003 to 2004. He has testified multiple times before Congress on matters related to energy, nuclear waste, telecommunications, and pipeline safety. Chairman Wise is a past President of the Southeastern Association of Regulatory Utility Commissioners and serves on the International Relations Committee and Gas Committee of NARUC. Commissioner Wise received his Bachelors of Science in Business Management from the Charleston Southern University in 1974.

Honorable David Wright
President, National Association of Regulatory Utility Commissioners and Vice Chair, South Carolina Public Service Commission

David Wright David Wright was elected President of the National Association of Regulatory Utility Commissioners (NARUC) in November 2011. President Wright provides general oversight for NARUC and serves as the primary voice before Congress, the courts, administrative agencies, and the general public. At NARUC, he presently sits on the Board of Directors, the Executive Committee, and the Committee on Electricity. He was elected to the South Carolina Public Service Commission (PSC) in 2004. Prior to his election to the PSC, President Wright served in the South Carolina House of Representatives from 1988 to 1996. A colon cancer survivor, President Wright is active as an advocate for cancer awareness and is frequently asked to share his message with groups around the state. President Wright is also a member of the Leadership Council for the Cancer Centers at the University of South Carolina. He received a Bachelor of Arts in Political Science from Clemson University.
